Objectives of Biju Pakka Ghar Yojana

The major objective of launching the Biju Pakka Ghar Yojana is to build pukka houses for the residents or natives of Odisha state so that they will be enabled to carry out good standards of living. This scheme can be availed by those residents who are living in the Kutcha houses. After sending the 1st installment, the construction of new houses will start within the stipulated amount of time.

Another objective of launching the Biju Pakka Ghar Yojana is to provide urban exposure to the residents of Odisha state so that they will be able to get rid of kutcha houses where they are not able to carry out good standards of living. After getting housing facilities or residence, applicants will be able to carry out good living standards. For this, they will need to fulfill the ascertained specifications.

Specifications Of Kutcha House

The specifications need to be fulfilled by the residents are as follows:-

  • Roofing,Foundations and walls of Permanent materials.
  • Wall material made of burnt bricks, fly ash bricks, stones, concrete, cement, wood etc.
  • Roofing made of Gci Sheet, Tiles, Asbestos Cement Sheet, RCC, RBC, Wood etc.
  • The life of the pucca house should be at least 30 years.
  • Unburned bricks, Grass, Reeds, Stones, Clay, etc.

Supervision Authority

The supervision authorities will be given in the hands of district collectors, BDOs, and District Level Officers. The BDOs are held responsible for inspecting the 10% houses that are constructed. Then 1% of houses will need to be inspected by the District Level Officers. For carrying out supervision, the government has designed an app with the name Awaassoft software. Time to time, each update will be recorded in this software.

Biju Pakka Ghar Yojana Amount

The selected applicants or residents will be given an amount of incentive which can only be used by that selected applicant for carrying out the construction of their houses. An amount of Rs. 2 lakhs will be provided to the applicant in 4 installments. The amount of 1st installment will be Rs. 10,000/- that need to be paid by the applicant within the 6 months of the completion of house. Mode of RTGS or NEFT will be used for the transfer.

Biju Pakka Ghar Yojana Selection Procedure

A selection procedure will be carried out for the applicant’s selection. The selection body will be constituted of District Collector, BDO, Gram Panchayat Officials. Beneficiary list first will be approved by the District Collector then this list will be send to BDO which will be held responsible for publishing this list. Final list will be published at the concerned gram Panchayat/ block headquarters.

Biju Pakka Ghar Yojana Last Date

Supervision Body

The government will also hired a supervision body for carrying out the implementation of this scheme. BDOs, District Collectors, and district-level officer will be hired for its supervision. Unit Cost of Single House

There will also be a unit cost that has been fixed for the construction of single house that need to be aware by the applicants. The unit cost has been set up according to the districts. The unit cost for the IAP districts will be Rs. 1.20 Lakhs and an amount of Rs. 1.30 lakhs will be in the form of unit cost for the Non-IAP Districts. This cost will be paid by the government in 4 installments.

Facilitation of Loans

Now the beneficiaries of Biju pakka Ghar Yojana can also avail the loans from the banks or lending institution. The maximum amount of loan that can be borrowed will be Rs. 70,000/- by the applicants. One can avail loan from the same bank in which finance is carried out. The only eligibility of the applicant will be that he or she will need to abide by the bank terms and conditions.

Finance Management

The finance of this scheme will be managed by the DDO PR & DW department that will be maintained at the state level. Use of DBT mode and PFMS will be carried out for transferring the amount of installment into the eligible bank accounts. For this, the DRDA/ block level will have to open a separate bank account in Public sector bank/nationalized bank/scheduled commercial bank. Time to time the financial transactions will be audited by the Comptroller and Auditor General of India.

Arrangement of Construction Materials

The arrangement or procurement of the materials that will be used for the construction of house will be decided by the District Administrator who will fix the supplier in advance from which the applicants can purchase the construction materials such as cement, steel, brick, etc for continuing the construction work. In case if the beneficiary have other supplier of his choice for purchasing materials then he or she shall not be stopped for purchasing.
