Union Minister Narayan Rane has introduced the MSME Competitive LEAN Scheme to assist small and medium enterprises. The government has implemented improvements to enhance support for businesses under this scheme. The government will now subsidize 90% of the expenses for consulting and support services, an increase from the previous percentage. The pilot project intends to support and introduce these methods to one hundred small clusters. This will make minor companies more competitive both domestically and globally.

The MSME Competitive LEAN Scheme was introduced to focus on making the entire process function well, rather than just certain parts, to increase competitiveness in the MSME sector by leveraging lean techniques to cut waste and streamline operations. To maximize productivity, the program also emphasizes worker leadership and procedures like Just-in-Time, 5S, and TPM.

Objectives of MSME Competitive LEAN Scheme 2024

The main objective of launching the MSME Competitive LEAN Scheme is to improve manufacturing competitiveness in the MSME sector. It achieves this by eliminating waste, streamlining processes, and ensuring smooth operations. The scheme also focuses on empowering workers to contribute to the overall improvement of the manufacturing process.

Another objective of launching the MSME Competitive LEAN Scheme is to train and guide MSMEs in implementing LEAN manufacturing techniques, such as 5S and Kaizen, to improve their understanding and adoption of these practices. Benefits of LEAN Manufacturing for MSMEs

MSMEs have the potential to significantly decrease waste, boost productivity, enhance quality, and expand their market reach through LEAN manufacturing. By adopting LEAN technologies such as 5S, Kaizen, KANBAN, Visual Workplace, and Poka Yoka under the guidance of trained consultants, MSMEs can improve their operations and become more competitive in the industry.

Government Support for LEAN Manufacturing Implementation

To support MSMEs in implementing LEAN manufacturing, the government will cover 90% of the costs for coaching and consulting fees. Additionally, MSMEs that belong to certain categories such as SFURTI clusters, women-owned enterprises, Scheduled Castes (SC), Scheduled Tribes (ST), and those located in the North Eastern Region (NER) will receive an additional 5% contribution from the government.

Encouraging MSMEs to Become LEAN Champions

The government’s program aims to increase understanding of LEAN techniques. By achieving LEAN levels such as basic, intermediate, and advanced, MSMEs can demonstrate their commitment to continuous improvement. MSMEs that register through industry associations or overall equipment manufacturing (OEM) groups after passing all levels will receive an extra contribution of 5% from the government.

Hiring Lean Manufacturing Consultants (LMCs)

Hiring LMCs is a key strategy in improving the manufacturing system of the Mini Cluster member units. These consultants will evaluate the current system and provide specific step-by-step timetables and processes for implementing lean approaches. This will help MSMEs understand the advantages and cost reductions that can be achieved through lean manufacturing.

Creating Special Purpose Vehicles (SPVs)

In each cluster, an SPV will be created to oversee the implementation of lean approaches. These SPVs will consist of about ten MSMEs and will be responsible for carrying out the lean manufacturing practices learned from the LMCs. By creating SPVs, the Scheme aims to ensure that MSMEs continue to practice lean manufacturing on their own after the initial learning phase.

Three-tier Implementation Structure

The Scheme has put in place a three-tier implementation structure to ensure effective oversight and management. At the lowest tier, there are the SPVs consisting of MSMEs. The middle tier is occupied by the National Monitoring and Implementing Unit (NMIU), which is responsible for facilitating the implementation of the Scheme. At the top tier, there is the Lean Manufacturing Screening and Steering Committee (SSC) under DC(MSME) that provides guidance and supervision.

Role of the National Monitoring and Implementing Unit (NMIU)

The NMIU, which belongs to the intermediate tier, plays a crucial role in easing the implementation and overseeing the Scheme. This unit, likely to be the National Productivity Council (NPC) during the Pilot phase of 100 Micro Clusters, ensures the smooth execution of the Scheme and monitors the progress of the Mini Clusters. The NMIU provides the necessary support and guidance to the SPVs in implementing lean manufacturing practices.

Strive for PerfectionThe final step involves continuously striving for perfection by identifying and eliminating waste, improving processes, and ensuring quality. It is an ongoing effort to improve and optimize the value stream.

Government Support Guidelines

Some guidelines provided by the government for support are as follows:-

  • The government will cover 90% of the costs for implementation and consultancy fees in a specific scheme.
  • MSMEs (Micro, Small, and Medium Enterprises) that are part of SFURTI clusters, owned by Women/SC/ST, and located in the Northeast region will receive an additional contribution of 5%.
  • MSMEs that register through Industry Associations or Overall Equipment Manufacturing (OEM) organizations after completing all levels will also receive an additional contribution of 5%.
  • This extra contribution is meant to encourage Industry Associations and OEMs to motivate their supply chain vendors to participate in the scheme.

  • However, micro, small, and medium enterprises (MSMEs) have generally not adopted these programs.
  • MSMEs are not fully aware of the benefits that LMCS can provide.
  • Additionally, there is a lack of experienced and effective Lean Manufacturing Counsellors or Consultants available.
  • Engaging such consultants can be expensive for MSMEs.
  • Due to these reasons, most MSMEs cannot afford to utilize LMCS.

Government Initiatives Supporting MSMEs 2024

Some govt schemes for supporting MSMEs:-

  • Raising and Accelerating the MSME performance (RAMP) program
    • This program, with a budget of Rs 6,000 crore, aims to enhance the performance of Micro, Small, and Medium Enterprises (MSMEs).
    • It will provide support in areas such as credit facilitation, skilling, and recruitment.
  • Udyam, e-Shram, National Career Service (NCS), and Aatmanirbhar Skilled Employee Employer Mapping (ASEEM) portals
