Objectives of Assam Orunodoi Scheme
The major objective of launching the Assam Orunodoi Scheme to provide help and support to the people of Assam by providing various services. Assam is a small state facing financial difficulties. With this scheme, citizens can easily fulfill their needs and live a happy life. It will also reduce their financial problems. The applicants will be able to become financially independent.
The second objective of the Assam Arunodoi Scheme is to enhance the economic status and standard of living of the poor households in Assam by providing financial assistance. This objective aims to uplift the socio-economic conditions of vulnerable sections of the society and ensure the overall well-being of the beneficiaries.
Assam Arunodoi Scheme Statistics

Additionally, families without ownership of two or three-wheelers or tractors under Self Help Groups can avail of the benefits.

Assam Arunodoi Scheme Selection Procedure
The selection procedure for this scheme is as follows:-
- Selection of Candidates:-
- The village council development committee or gram Panchayat will select eligible candidates based on official criteria.
- A checklist will be prepared and attached to annexure A.
- The member secretary will compile the list and present it to the district level monitoring committee.
- Prioritization and Application Process:-
- The district level monitoring committee will prioritize the list.
- Beneficiaries will be required to complete detailed application forms.
- The final approved list will be uploaded and beneficiary information validated with the bank.
- Funds Transfer:-
- The finance department will transfer the funds to beneficiaries’ accounts.
- The funds transfer will be done using the PMFS (Payment through Mobile Financial Services) method.
- Database Maintenance:-The state’s finance department maintains and updates a database of beneficiaries regularly.
Assam Arunodoi Scheme Implementation Procedure
The implementation procedure for this scheme is as follows:-
- Finance Department Oversight:-
- The finance department of the Assam government will oversee the implementation of the Assam Orunodoi scheme.
- The commissioner and secretary of the finance department will be responsible for supervising the scheme’s implementation.
- Main Agency at State Level:-
- The finance department will act as the main agency for the Assam Orunodoi scheme at the state level.
- They will ensure proper implementation and coordination of the scheme throughout the state.
- District-level Strategy:-
- The deputy commissioner of each district will oversee the strategy for implementing the Assam Orunodoi scheme.
- They will work closely with the finance department to ensure the successful execution of the scheme within their respective districts.
- District-level Monitoring Committee:-
- A district-level monitoring committee will be established to ensure proper implementation of the Assam Orunodoi scheme.
- This committee will be led by the deputy commissioner and will oversee the progress and adherence to guidelines within the district.
- Appointment of Orunodoi Sahayak:-
- The government will appoint an Orunodoi Sahayak in each district to assist the applicants of the scheme.
- These assistants will be appointed for a period of two months.
- Orunodoi Sahayaks will receive a fixed monthly pay of Rs 15000 for their services.
- Qualifications and Appointment Process:-
- The district-level monitoring committee, under the leadership of the deputy commissioner, will determine the qualifications required for the Sahayaks.

Budget Formation & Allocation
The budget amount that will be used annually for the implementation of this scheme has already been fixed in advance so that the applicants who have been considered eligible will be able to get the benefits of this scheme. An amount of Rs. 2400/- Crores has been set up in advance so that the government will be able to provide the right amount of benefit of this scheme to the right and appropriate applicants.
Efficient Money Transfer Process
The Finance Department of Assam transfers money using DBT according to scheme guidelines. The applicant’s bank account and documents can be verified through PFMS. The decided amount will be given to the beneficiary’s account on a specific date set by the Assam Government. The transfer will only happen within that timeframe.
Beneficiary List Review & Verification
At the end of each year, the Special Goan Sabha or General body of the ULB make corrections or any necessary changes to the list of approved beneficiaries. If there are any changes, they submit requests within the District Committee’s limit. The District Committee then verifies these requests. This will be the whole verificatio process and the reviewing process of beneficiary list.
Centralized Beneficiary Data
The beneficiary data will be recorded in the centralised format. The Finance Department will handle beneficiary data in a central portal. They will keep all supporting documents for future reference. The department will also receive application forms, approve the beneficiary list, and upload funds to the beneficiary’s account.
