The portal provides a step-by-step guide for the installation of solar power systems. It also offers information on subsidies and incentives for installation.
Now the Goa Government will be able to promote sustainable development among the residents of Goa state with the use of Solar Panels gets installed in the houses of residents living in Goa. The major objective of launching the Goa Solar Portal is to provide a portal by which with the help of this portal, the residents of Goa will be able to purchase and install solar panels in their homes with the help of a subsidy amount being offered to them. With this, the government will be able to put a stoppage to the use of non-renewable sources of energy and will also be able to reduce the effects of carbon emissions.

Rooftop Solar Installation Activities
There are 3 installation activities that will be involved as follows:-
Consumer | Select a vendor from the empanelled list, submit a Solar Rooftop application, apply for Net Meter in GEDA, pay for rooftop system installment and metering charges, coordinate with the vendor for system installation, collect necessary documents from the installer, sign the Joint Inspection Report during plant commissioning. |

Implementation Of Phase-II of Grid-Connected Rooftop Plants
The government of India aims to achieve 100,000 MW of solar power by 2022, out of which 40,000 MW would be through rooftop solar power plants. The government has approved Phase II of the Grid Connected Rooftop and Small Solar Power Plants Programme for achieving a cumulative capacity of 40 GW RTS plants by 2022. In Goa, EDG is the implementing agency while GEDA is the state nodal agency for the implementation of the programme.

Goa Solar Portal Important Guidelines
Some of the important guidelines issued for the consumers are as follows:-
- A CFA of 40% will be provided for residential rooftop solar (RTS) systems with a capacity of up to 3 kW.
- For RTS systems with a capacity above 3 kW and up to 10 kW, the applicable CFA will be 40% for the first 3 kW, and 20% for capacity above 3 kW up to 10 kW.
- Residential sector users can install an RTS plant with even higher capacity according to their requirements and provisions by the Joint Electricity Regulatory Commission (JERC).
- The CFA will be limited to the first 10 kWp capacity RTS plant for residential users.
- Group Housing Societies/Residential Welfare Associations (GHS/RWA) can install common facilities for rooftop solar systems with an upper limit of 500 kWp.
- The installation, grid connectivity, and billing of rooftop solar will be governed by the Net Metering Regulation 2019 of JERC for the State of Goa.
- An additional 10% SFA will be disbursed for rooftop system capacity up to 3 kWp, and an additional 20% SFA will be disbursed for rooftop system capacity from 3 kWp to 10 kWp.
- For rooftop system capacity above 10 kWp, 50% SFA will be disbursed to domestic consumers.
- Domestic consumers are eligible for a 50% subsidy that includes both CFA and SFA, up to 90 kW of capacity (LT Consumers).
- All consumers, except for the Domestic category, are eligible to avail of SFA up to 20% for capacity up to 90 kW (LT Consumers) after the successful operation of the system for six months.
- The subsidy for industrial and commercial consumers will not exceed 40% of the benchmark cost.
- The subsidy for government and institutional buildings will not exceed 20% of the benchmark cost.
- The subsidy will be limited to a maximum of 1 MWp capacity per installation.
